Can you paint color on a black wall?

We would like to paint some walls black and then paint HUGE rainbow polkadots over it. Is it even possible to paint color over black?

What you should do is paint the wall black, wait for it to dry, then paint the polka-dots in white. Wait for them to dry, then add color over them. The colors will be more vibrant and you’ll need less coats.
